build: carry secp256k1-kmp's fix for configuring off a linux host
`84cc44c` -> `2dcd4fb`, which carries secp256k1-kmp `9bcae25` down the chain. Its upstream subject says "linux cinterop sync fix" and reads backwards from here: the whole of it is behind `if (!currentOs.isLinux)`, so on this host it is a no-op, and what it actually fixes is configuring the chain on a mac. secp256k1-kmp's .def declares `staticLibraries` for every target and the cinterop tool refuses to emit a klib while the archive is absent from libraryPaths. Off a linux host the linux archives are never built -- buildSecp256k1LinuxArm64 is onlyIf(isLinux), and the linuxX64 cinterop points at native/build/linux, which only a linux host fills -- so the cinterop commonization an IDE sync resolves for linuxMain fails with "cinterop file ... does not exist". Cinterop only parses headers, so the fix leaves it enabled and satisfies the archive check with placeholder ones; compile, link and publication for the linux targets stay off.
