build: register the stub archive task under a name Gradle 9 accepts

`db15e59` -> `e0d2b82`, carrying secp256k1-kmp `8adf691`. The stub-archive
task the previous two commits brought in was declared with
`val createLinuxStubStaticLibs = tasks.registering(...)`, whose delegate
provider Gradle 9 no longer takes outside a `by` delegation -- so the task
was never registered under a name and the cinterop tasks had nothing to
depend on. `tasks.register<Exec>("createLinuxStubStaticLibs")` instead.

With this the chain's five levels are where Curated's are: `e0d2b82` ->
`e5b22f5d` -> `9e3c4f8` -> `8adf691` -> `7a35fde1`.
